ASEAN summit

aft 6months of preparation..
its finally here!
i was suppose to be the vice chair of security council!
budden withdrew cuz i wanted to go RCLF, thought it wud clash but it didn so...
i m a proud member of ASEAN HEALTH DEV!
i thk we rawk n rawk n rawk!

me, nicole and joanne met up for the first time..
but
somehow it felt like we knew each other for a long time alrdy..
it amazes everybody dat strangers can work so well tgt and draft out 2 reso (7 page long)!
eva was shocked that i was gg to the summit wif my allies XD


it started a lil messy..
everybody was speaking like a bullet train,
cant catch up!
everybody was so good n fluent!!

we came prepared and presented our working paper..
spent a long time discussing about whether we shud focus on funding...

we gathered more n more sponsors!
sri lanka, USA, India China...
soon our council split into 2 blocs,
to fund or not to fund?

this action is done over n over n over agn,
transfering files here n there...
thanks to the stauch support of USA china n india especially,
we managed to hv our reso passed!

keep promoting nuclear energy as a way to solve the energy crisis and persuade us to not be tricked by the political whims of USA..
Japan and china decided to form an ad-hoc disaster relief committee...
but North korea persuaded everybody to "rmb ww2, rmb Jap" and not to listen to japan..
somebody pleaded with north korea 'if u donwna be part of the solution, dont be part of the prob.."
myanmar was fed up,

ASEAN Health Development Council

Topic: Avian Influenza

Sponsors: Philippines, France, Indonesia, India, China, Singapore, Sri Lanka, Malaysia, Vietnam, Thailand, Pakistan, Cambodia.

Signatories: North Korea, South Korea, Japan, United States of America

The General Assembly,

Reminding all delegates of the World Health Organization Interim Protocol, which states that “Detection, investigation, and reporting of the first cases must happen quickly for rapid containment of a pandemic to be possible”,

Endorsing the stance of nations involved in the WHO Global Influenza Programme,

Recognizing the economic and health threat posed by Avian Influenza,

Noting with approval the past and concurrent efforts made by various nations and relevant non-governmental bodies,

Emphasizes the need for increased international collaboration and communication, within and out of ASEAN,

Reaffirming the Chairman’s Statement of the 11th ASEAN Summit, with regard to the welcoming of responsive action and coordinative efforts by ASEAN Member Countries to control and eradicate the spread of Highly Pathogenic Avian Influenza (HPAI) in the region, and also to the emphasized importance of ASEAN’s collective strength in coordinating a common regional approach and sharing resources to address trans-boundary threats, including the setting up of a regional network of antiviral drugs stockpile,

Urges all countries have to pledge their full efforts and cooperation, whereas joint efforts are being made by the ASEAN Member Countries together with WHO, FAO and the World Organization for Animal Health (OIE), to synergize efforts for an effective regional response,

Commends the establishment of the ASEAN HPAI Task Force to combat Avian Flu within ASEAN,

Acknowledging that preparedness is the crucial factor in equipping nations against a pandemic, as the WHO advises,


Hereby proposing the creation of the ASEAN Plus FAV Agreement, which will be aimed at three areas namely:

(i) Funds

(ii) Awareness

(iii) Versatility in dealing with Avian Influenza (ASEAN as an international body)


Funding

1. Urges the ASEAN to commence the creation of the ASEAN Plus FAVFund

1.1 The ASEAN Plus FAVFund will be directed towards the following areas:

ii. Aid affected countries in compensating affected poultry-affected industries after the culling of their flocks in the presence of the Avian Flu virus

iii. Fund efforts in R&D which aims to develop technology-driven mechanisms to contain the spread of Avian Influenza, and as such protect flocks against the virus

iv. Support the R&D for cheaper and more effective bird flu vaccine

v. Support the R&D for adjuvant which, when added to a vaccine, can enable it to treat more people

vi. Aid affected countries create a more effective surveillance of migratory birds

vii. Fund public education such as awareness on the dangers of subscribing to counterfeit vaccines and the consequences of covering up incidences infected poultry

viii. Provides fund to existing NGOs such as H5N1 Concern Group, CARE, and the Red Cross Allowing NGOs and other funding projects to seek assistance from the ASEAN Plus FAVFund with regards to the issue of allocation of funds to target areas for improvement


1.1 Nations affected by bird flu may submit a detailed report of the situation in the country with the proposed amount of funds needed in the areas mentioned in 1.1, the council will, in turn, ensure that the report cannot be released to the public and/or other co-operative organizations.

1.2 Criterion of affected nations to receive aids will be decided upon factors such as:

i. Human development index

ii. Degree of damage done by bird flu virus

iii. Appeal of government

1.3 Maintaining full transparency and fairness by:

i. Forming an ASEAN Plus FAVFund committee comprising of an unrestricted number of member nations (Donor and/or affected nations are restricted to ONLY one representative in the council) will come together to review the report submitted by the affected nation, and then decide the amount of funds allocated to the areas mentioned in 1.1. The committee will be chaired by ONLY an ASEAN member nation in rotation each will have a term of only 3 years, after which an election will be held to determine the following chair, voting restricted to only ASEAN member nations.

ii. The usage of funds shall be determined by the agreement reached by the discretion by all affected and donor countries mentioned in this resolution, by majority of vote, and collective veto of more than five nations

iii. ASEAN Plus FAV Fund holds the right to insist upon substantial progress and submission of progress reports by the representatives of affected countries in this committee in terms of response against Avian Influenza

iv. A sub-division of the WHO, will be formed to carry out checks and balances to elimination all possibilities of biasness; corruption in the distribution of funds
